It is when a length of fibre is teased out of the garment - by friction usually in the wash- and tangles up on itself in a tiny ball usually no bigger than 2 or 3 mm, but still attached to the garment. It is most frustrating with synthetic fibres because they respond less well to fabric conditioner. It is a sure sign an item is 'used'.
I haven't noticed it much with cotton, because cotton is too rough to pull free in the first place, ditto silk.

The only other term that comes to mind is "pill box hat" which refers to the shape. Jackie Kennedy wore a lot of those.

those annoying "balls" or "pills" you get after washing something. they can be removed by pulling, or cutting.
