In addition, you can write letters that can go directly to the White House or Capital Hill
Finally, the phone always works! There are always public access numbers to the White House and each member of congress. In fact, there are 3 offices in the White House that have PUBLIC ACCESS numbers!

You can try sending a letter or email to the official you wish to contact. Visit www.whitehouse.gov, www.senate.gov, or www.house.gov to find your representatives or the Presidents address. Whether or not they read your particular letter cannot be guarenteed. Many of these member of Congress recieve hundreds and hundreds of letters and emails a day. The President recieves thousands on a daily basis. Your letter will probably be read by some lower level intern and if it is interesting be passed up the chain.
