Recover either means: re-cover (cover something that was covered before) or get back, find (like, something is lost or stolen and then "recovered"--you get it back.)

I would assume some missing umbrellas were found or returned. Or they take umbrella frames and put fabric back over them if they get torn up.

I've never seen that notice--interesting.

It means that they will replace the fabric on umbrellas

It is somewhere that will put new material (re-cover) on your old umbrella.
