This is entirely based on your talent and how your mind works. There are many gifted people out there that are fortunate enough that the lyrics and music come to them together.

I'm not so gifted, so I tend to write the lyrics first, then come up with a basic idea on the music. Then if I decide it is good enough, I try to find someone (usually a band member with me) that has a better musical background to add to what I have.

Some people get the music first and add the lyrics afterward.

Work with what you have, practice that which you can learn and don't let your ego get in the way. Be willing to share the glory (think Lennon/McCartney).

If you have it all, start writing and consider yourself blessed.

Are you a musician or a poet? If you're a poet first, then start with the lyrics. I'm a musician first, so I have to hear the music before the words come.

It really doesn't matter, I do both, but usually the lyrics come to me first.

When you write lyrics without music first you need to have a vague rhythem in mind, so when you read them over it's like a rhythmic poem and it helps you come up with a melody, also the mood of the lyrics helps set the tempo and the intensity of the song.
