Try calling your network provider and they should be able to block it for you or give you advice.

I had a problem like that once, I have T-Mobile. I called T-Mobile to ask the same question. They told me they can't just block cell phone numbers and told me that I would either have to call the police to get a person to stop calling me or change my number, which they would charge me for.

I know with cingular you can't...or at least they couldn't. One of my friends tried and they wouldn't/couldn't do it.
