Your "adams apple" is a little box which contains your vocal chords. You can't make this bigger, its mostly cartileage. The tone and pitch of your voice has to do with the size of the vocal chords, size of the resonating chamber (throat, mouth, sinuses) you can't alter this as its bone and cartileage mostly.

Not all men have a large adams apple. If you're really concerned about the only thing you could do is reduce your total body fat and hope that this makes your adams apple more noticable if your neck is skinnier and there is not much fat under your skin.

This is drastic and I don't recommend it. You have little to no control over your genes.

This is just a band of cartilage covering the larynx. It will develop depending on your genetics. In many men it is pronounced after puberty, but not in all men.

No... It's part of puberty and the time it takes to develop varies per person, and the final size varies too.
