How to repeatably measure a liquid's index of refraction?

Question

The objective is to be able to determine the sugar content of various drinks, i.e. sweet tea and soft drinks, by the amount of refraction measured, accurately, when shining a laser light through the fluid. Thanks for any tips on building a measurement device.
