Well this all depends on what you consider a "band"

Formation and Lookout years (1986–1993)
Mainstream success (1994–1996)

The formed aroung 1980 but did not become mainstream till around 1995

The lead singer, Billie Joe, and bassist, Mike, met in 1982. In '87 they had a band, but with a different drummer. In 1989 Tré replaced the old drummer and they became Green Day.
I know you didn't ask for a brief history lesson, but I couldn't help myself. :]
