Well that depends wher eyou are. In the US the standard tip rate is 15-20%. Depending on service, of course if the service was absolutley horrible, then it could be lower.
I would always do a minimum of $1 per person (especially important at Breakfast/Lunch)
In Europe, tipping is less, as the waitstaff actually get paid a "decent" salary. WHen I travel to there I will still tip some (I just feel wrong not tiping)

** First of all, I must address the person who was honest enough to admit to not tipping (and any others who choose not to tip): sometimes it is not a choice to work in the service industry. For college students, working parents, etc. it is necessary to have a job that is easily attainable, flexible, and allows you to bring money home every night. Also, when you're only making $2.13/hour, your tips ARE your livelihood. It is rather upsetting when you give your best to ensure that your customers are thoroughly satisified and they STILL don't tip. Remember: these people DO have access to what you eat and drink so upsetting them is definitely not a good choice. Think about that the next time you don't tip. **
Now, to answer the question posed - generally speaking you should tip 15% at a bare minimum. There are other factors to consider (especially the quality of service), but if you have had a good experience overall then 15% is expected (If you aren't so hot at math, many cell phones have tip calculators and regular calculators - if using one, be discreet though...you don't want your server thinking you are so cheap that you have to calculate their tip to the exact penny). If you have had a wonderful experience, then show your server your appreciation!! I tend to tip as much as 50% for stellar service and at least 25-30% for decent service because I know the pain and anguish of working in a restaurant and having to deal with all different types of personalities, crying babies, rude people, etc. and still having to smile through it all.

If he does the bare minimium but is still friendly 15%
Im a bigger tipper though and if they do a abover average to excellent i tip 20%
a easy way of doing this in your head is to find 10% and double that or half and add depending on 20 or 15 sooo 43.00 15 % is 10% 4.30 plus half that 2.15 (5%) 10 + 5 = 15 so about 6.45

A tip is some extra money you leave for the wait staff. Restaurants are not required to pay these people minimum wage so part of their livelihood depends on tips. I usually leave 20% of the bill before taxes.
The guide below describes how to tip in various situations. Because of the question category, I linked to the Restaurant page.

Tipping is a courteous for the service you got. I have broken it down for you:
Meals: 10-15% of total check
Luggage: $1 per bag
Valet: bringing the car to you $1-3
Concierge-$5-10 for help with dinner reservations or theater tickets. (esp. if they recommend the place or show) Tipping is optional for just plain advice or tours of hotel.
I know there is more but i hope this helps! :)

You really should never leave anything less than 20% if you plan on dining in that restaurant again. Don't upset those who handle your food. Restaurant kids remember you if you tip poorly. You have no idea what goes on in the kitchen. Don't piss the waiter or bartender off!
