In your torrent program, you should be able to double click the download, or somehow find an option to view more details on the torrent. If you look for Files, it will tell you what the torrent is downloading (ie .rar, .zip, etc files). So I don't believe that the torrent program automatically "turned it into a rar", but it was originally a .rar.

Just goto http://www.winrar.com and download it. Its a try before you buy deal, but if memory serves me correct, it will still work after the trial, just a nag screen (unless they've changed it).

The torrent you are downloading is probably a .rar file, this is an archive that you use winrar to extract. .rar is similar to a .zip archive but windows can't open them, hence the need for winrar.

If you right click on the rar there should be an option to extract with winrar

There's no such thing as a video with the file extension .rar. Rar files are like zips, so if you have downloaded a video and the file ends in rar, then you need to unrar it first.

If you want to view some files such as movies or music you should extract them first.

you can easily extract the rar file via right clicking on file and choosing "extract here".

Another way for extracting a file:
you should open winrar or right click on file and choose "open with winrar".
then click "extract" ,if you asked for extraction path give the path and go ahead.
