the term "bistable" means 2 stable (states). the states are ON and OFF. it will stay in one of those two states until it is told to switch. Unlike "monostable" which means one stable state, and will momentarily switch to the other state, then switch back.

A bistable device (like a flip-flop) is a device that has two states: on/off or 1/0. There are no "in-between" states.

well, the only thing I can think of off the top of my head is that it is bistable: either one state (on) or the other (off).
