Are you sure it is a virus? You should be able to boot it into safe mode. If you are sure it is a virus and can not get into safe mode, you may have to do some digging for boot disks/cd's with some sort of Antivirus on it, that is able to read and WRITE to NTFS partitions.
I use to have McAfee, along with Winternals and a few other products do this for me. You might get along with a few other products.
Here are a few other resources for you to check out. My gut feeling, if you are that hosed, you are better off starting from scratch. Boot your system using knoppics, get what you need off of it via a network. and then start over.

Restart your pc is "Safe Mode", then run your anti-virus program to do away with the virus. Usually preserve F8 or F12 key down at the same time the pc is booting as much as get to the display wherein you'll opt for "trustworthy mode"--this is determined by your pc. If F8 or F12 does not do it, check out F2 or F10. You can have the choice to begin in "trustworthy mode with networking"--do that in case you must hook up with a community in an effort to down load or run anti-virus.

Scan the PC with a standard anti virus and an anti spy ware. contray to prasad answer spybot and adaware will not clean a virus
if maybe something other than a virus if your pc will not turn on/log on
could try to get into safe mode
may also want to see if you have the install or recovery cd-rom for your pc and see if that helps

If you mean that you cannot log-in to windows than you will need to scan your harddisk in dos mode, using a virusscanner like this:

Put it on a bootable cd and scan the harddisk with it. If you don't know how to do this, bring it to a pc-shop and ask them (which will obviously cost you money). Or connect the harddisk to another pc and scan it with that pc.

recommend that you go to http://www.download.com and get AD-AWARE and SpyBot Search & Destory. Install, run, update and scan your computer with both programs.
These are cleanup tools. Ad-aware cleans files, and SpyBot cleans the registry,
You might run your Anti-virus scan.
Go to START and pick RUN. Type MSCONFIG and go to the startup section. Uncheck the programs that you do not need. Keep your Anti-virus checked.

well, you could try a rescue CD like this one:

the idea is that when you can't boot from your hard disk you can still run this CD and fix your computer.
