Baking Soda raises the PH to the low 8's, it doesn't lower it.
Those additives you can buy are unreliable and unstable, and end up causing more harm then good more often then not.
Peat moss can work if your PH isn't too high already, but you really need a full filter donated for it to make any real difference.
You can use R.O. (reverse osmosis) water mixed with tap water to acheive good levels.
The best thing is probably just to leave it be - complicating things only gives you more things that can go wrong. These fish are quite tolerent of a large PH range.

Don't use chemicals like pH down to try and lower the pH as that is only a temporary fix. What you need to do is find the source of the problem. Perhaps it is your aquarium's gravel, the bright colored gravel will raise the pH of your water. I have blue gravel in my tank and my pH is up around 8.3 but out of the tap its at a nice 7.

You can buy chemicals at any pet store that will lower your PH. You could also buy a piece of driftwood that will serve as decoration as well as lower your PH. Also I don't believe that Oscars need their PH to be too low. If your water is average that would suffice.

To lower the pH of your tank you could use baking soda. But, only use a small amount at a time.
