A way you can make it appear as though you have a womans chest, you could:
1) Buy a bra size that you agree with. ( Paded most likley)
2) Take some ballons, and fill them up slightly to about a "C" cup.
( Or any size you choose)
3) Then, you place them inside the bra cups gently.

Duct tape? Countouring powder? I don't know. Do you mean, like, make your own? Get a push-up bra and put something...else in there? Maybe you need to go to Fashion and ask some little-tittied women what they do. I have enough to work with myself, so it's never been an issue with my tit-tays.

use nylon reinforced surgical tape and put three bands around your waist. next, get someone to help you press your breasts together as tight as possible and run two or three bands around that area right over each nipple. finally, run a couple of straps of tape from the beltline area looped dead center of the breast belt. pull down on the connector belt to hide the whole thing when you slip a low-breasted blouse or cocktail gown on.

a good bra might to the trick, i am very flat chested but have found that if you get the right bra just about anything is possible. it may be slightly awkward but they can probably help you at victorias secret.
