Go to him after school, in private. Don't be hostile or agitated. Tell him you have a hard time keeping up with what he's saying in class. Ask him if he can either slow down or go over your notes with you so you make sure you got all the main ideas. If he designs a solution that's more work for you than for him, don't dismiss it. Remember that your grades are what's most important here!

Ask ur counselor to change ur class if that doesn't work talk to him and ask him if there is anything wrond that u can help him with after class to put less stress on his daily teaching. Charm him into thinking u r more concerned about his health when he yells and ask him to slow down cuz sometimes u can't understand what he is saying if that doesn't work u need to talk to ur principal.

write him a letter, go to the school secratary. she has a stamp that can stamp the sdate on things. have her stamp both of the letters.
put a copy of the letter in the principal's box and give a copy to your teacher.
the letter should state very plainly that you would really appreciate it if he'd slow down his speech a bit so that it would make things a bit more clear, and it would improve the quality of your learning, because you would be able to understand moe and most likely retain more. make it very simple and to the point, mature, and formal.
