Absolutely not no muratic acid.

There might be a toy stuck over the 4 inch pipe the Toilet is over.
You can remove the toilet very simple.
Shut the valve off behind the toilet.
Drain the toilet tank.
Unscrew the the nits on each side of the toilet.
Lift toilet up and check it out.
Then place the toilet back on and screw it down.
Keep in mind that there is a was ring underneath the toilet. In most cases you can use it again, but sometimes they are so hard you must replace that wax ring and lowes carrys them for about 3. dollars/

While I can't totally answer that because usually a plunger or snake works fine on our horrible plumbing, tell your husband to NOT put muratic acid in the toilet! That'll eat pipes and take away the finish of the bowl. That stuff can eat anything! There's a reason why it's also a pool cleaner.

Use a toilet auger, if there is any kind of blockage in the toilet itself it should clear it. If not use electric snake with 1/2" cable and go through your clean out. you can get one at your local equipment rental...... Oh.. by the way if you have one of those 1/4" cables for a sink it won't work....
Important note: NEVER EVER pour greese down the drain.....

Im sorry, i'm not the best mechanic.
well anyways, use a better plunger.
The only reason why your plunger is not working, is because it's not the best plunger.
get a new one.

try half a cup of dishwater liquid - wait 30 mins then flush(repeat)
2nd idea - product at Wal-Mart $10/gallon - Main Line Cleaner
stuff worked wonders on a clogged sink that had a level pipe AND
the bathtub - just follow directions
ps also worked on leaves in a downspout from a rain gutter

Oh poop... sounds like you may need to remove the toilet to get to the problem. Remember you will need to replace the wax ring if you do.
Preventative maintenance is easy... when you clean your toilet, pour in bleach or good old baking soda.

muratic acid wont hurt ceramic if its sealed
however removing the toilet from the base (afterempting) will allow for better understanding of what and were problem is if you can take toilet outside and run hose threw it
