If the phone has not been registered to a user, there is no way to trace who owns it.
This is a big problem for law enforcement at the moment.

If you mean can you track it's whereabouts then yes there is a way to do this, but the owner of the mobile has to agree to it. Go to 192.com and "track a mobile".

It depends if they have been registered with their service provider or not. Other than that using the gprs system could tell you where the phone is but not who owns it
