a cartoonist as in drawing pictures getting cliantes and selling my pictures to them for money.

This is a case where you have to honestly look at your own work with a professional eye. If it's up to scratch and you have takers, age doesn't matter. The one problem is that in the professional field, youth is usually considered inexperience. It's even worse if you look younger than your true age, because there's still the misconception that you're going to party rather than seriously work.

For some strange reason it's the cartooning (comic/illustration/ animation) field where this is most apparent. The only way to shake it off is to really work hard, and even then it takes time. But if it's your passion, then there's really no other choice.

You can be a cartoonist at any stage in your life if you have the mental faculties to do so.However, to do it for a living and earn money as a result of it depends on your government. At what legal age can you work (earn a salary) in your country,state,province?That is the question you need to have answered first.

Any age like the others have said. Kris Wilson, the guy who created Cyanide and Happiness, is only 18 years old.

well any age i guess u just have to be a good drawer.
cos people would buy a 3 yr olds pic as long as it is good.
people look for the pictures quality and not the artists i would anyway.

Any age, but careful that your parents don't try to take your money. You might have to sue them like some of them child actors.
