Prophwarr is partially correct, no you cannot see sealed records of a minor and neather can cops, they will need a court order that may be very hard to get in most circumstances. that is why they are called SEALED records

no, they are sealed. You can't even get them when the minor reaches the age of majority (only if the person in question signs an authorization when he/she is 18), unless, of course, you're the government
