A country doesn't JOIN the Geneva convention, it becomes a signatory. The UK has signed both conventions, the one concerning the conduct of war and the other concerning human rights. Many countries have signed. This does not mean that they adhere to the conventions. Why countries like the UK and the USA are not sanctioned by the UN is a mystery, because they are clearly violating the conventions. But then, as permanent members of the Security Council, they have the right of Veto, which means that the United Nations has its hands tied behind its back.

If you mean "The Geneva Convention", the answer is yes. The Geneva Convention is a main building block of the United Nations, and before it, The League Of Nations.

I think that you mean the Geneva Convention - and yes, Britain is. I do not know about the USA - for many years in the Twentieth Century it was not.
