Has anyone developed a home DVD recorder yet?

If so, how much do they cost and do they work well?

I am not wanting to copy DVD's, I'm wanting to burn DVDs from TV shows. I know it is illegal to copy DVDs.

There a lots of them, a few cost less than $100 these days.
There are even DVD recorders/Hard-disc-drive combos.
All major manufacturers (Samsung, Sony, etc.) and third-tier Asian manufacturers make them as well.
Visit your local electronics store.
