It depends on your setup. I have removed my cats which caused a loss of low end torque, but freed up some top end which is worth it too me. There are more substantial mods that can be done usually for cheaper than changing cats.

Without a free flowing exhaust,smaller cats won't help. You need to think about headers,smaller cats,and something like Flowmaster mufflers to get a complete system.With a good exhaust,you also need more intake for more power.

Depends on the age and condition of the cats. If they're late '70s or early '80s pellet-type cats, or if they're plugged, it's definitely worth it. If they're modern honeycomb catalysts in good condition, probably not.
