I live in a small town but the city beside where I live is a urban area. It have traffic lights and so does the town I live in.The biggest building in the urban city is problem 11 story's high. The urban town has around 9000 people. So when do I think a rural area becomes an urban area is when there is at least 9000 people living there.

When the idiots in charge of us take back handers and allow builders to develop. The bigger the back hander the bigger the development and the faster they're built. If you are referring to time, then its very soon. If you are referring to area, then, it's sooner. If you are referring to how rich the the back handed become, then, its sooner than that.

I think it is when you get your first traffic light and have a population of about 10,000 people and it is within 20 miles of a major city.
