For myself personally, I used to follow the directions and buy the one that said it was for the particular amount of gallons that I was buying for (aquarium or pond), but I've yet to find a pump that delivers the rate of water or aeration that makes me feel comfortable, so, for myself, I buy the pump that is rated for the next higher grouping of gallon size.

Ditch the undergravel filter. They suck. They trap all the uneaten fish food and fish crap under the gravel plates, making it harder for the siphon to remove, thus making pockets of anaerobic bacteria form, which when released will kill fish. Oscars are especially crap happy and honestly a 55 is too small for even a single oscar. They grow rappidly and need atleast 70 gallons PER oscar.
Instead you should invest in a cannister filter and a larger aquarium. I would go with this one.
Fluval 405 Features:
* For fresh and salt water aquariums up to 100 U.S. gallons (400L).
* Pump output of 340 U.S. gallons per hour.
* Filter circulation of 225 gallons per hour
* Media capacity of 8.5L
* Power: 120V/60Hz and 21W
* Comes ready to use with the following Fluval media: foam pads, carbon, and BioMax
* Instructional DVD included to help with setup
Canister measures approximately 7.5"L x 5.5"W x 16.75"H. Manufacturer offers a three-year warranty.
There is no such thing as over filtering.

I like #1,use two on the 55,sized somewhere in the middle GPH. Also use atleast 2" of gravel,if it's not a fairly fine grade of gravel,use 3".
