Why doesn’t he, seeing it is a question of To Be or not To Be, take action?
It is a tragedy of indecision. This finally leaves them all dead.
This might have been avoided if he had acted in time.
But he wanted to be on the sure side.
Hence the tragedy.

The main conflict in 'Hamlet' is between the title character and his uncle Claudius (aka the new king who took Hamlet's throne).
Hamlet, being a tragic hero, has the flaw of thinking too much, and never acting. In a foil, there is Laertes and Fortinbras, who are also Hamlet's age and don't think at all before acting. Combine this with Claudius trying to cover his butt, and you get 'Hamlet'.
It's solved by them all dying. Huzzah.
