The writters said that the 3rd part will basically resolve and end everything...the directors said that if the writters do come up with a good storyline and if Disney is willing to fund them, then they might...cuz Johnny did say he'll love to make more pirates movie... but as of right now, they are not planning to make the 4th one.

Mostly depends on if the third one makes money; no one closes a successful franchise. To continue would depend on willingness of Depp and (to a lesser extent) Bloom.
