Like in a restaurant where they don't normally play music or have a stage.

Once I was in a seafood restaurant and they had a banjo and tuba player come in and play some songs.

Well at my favorite steak house they recently added a piano player, and I think it's sort of funny because although it's now becoming normal, it just looks out of place since I am not used to it, and they didn't make a stage or anything. Honestly, it's sort of awkward in it's placement.

I used to go to a Mexican restaurant in Little Rock that they always had a guitar player. He had the traditional cowboy garb on and sang in spanish. When my oldest child went with us, he enjoyed it.

I have never seen one in anywhere else.

Yes, I think its ok if its soft, background music. I find it obtrusive and obnoxious when its really loud. It can totally interrupt a meal.
