Really it depends where you are going. New Delhi has nice temperatures from November until about March. Do not even think about going to Goa until January unless you feel like melting or plan on spending all your days in the ocean. I think places in the mountains like Shimla or Manali are best visited in early autumn, it's generally cooler there. I was in Rajasthan in November and it was unbearably hot (but very enjoyable). I think peak time in India is about November to February or March, with it being the coolest in January. My husband's family usually get sick around January with colds. I was there in April, it was about 42 celcius and in areas where there's lots of power cuts, it was not fun!
