You want to shave before or at the beginning of your shower with hot water. The hot water does open up the pores, but after a while, your skin takes on the moisture and and swells a little bit, which will not give as clean a shave as using hot water and doing it right away.

I generally shave 'before' because I feel cleaner and smoother when I'm in the shower then, but those who have mentioned that shaving afterward actually gives one a better shave may have a point.
Or better yet, just shave while you're in the shower! Even some cordless razors can be used in the shower these days.

I usually shave right after I get in the shower, before anything else.

You should shave while you are in the shower. The warm water opens your pores and ensures the hair won't grown back as fast, and it softens the hair as well, making it easier to shave it off.

Usually I shower, and then in the middle of the shower, I step into the tub and shave.
