Put your installation disc in the cd/dvd-rom drive. Turn on PC, go into the Bios by pressing a key ( check your pc/motherboard manual because it's different from pc to pc, usually is the Delete or F's keys). Change the PC boot order so that it will boot from cd/dvd drive first. Window will walk you through the installation process. The site list below has an excellent guide http://www.winsupersite.com/showcase/windowsxp_sg_clean.asp

Well, you first need a Windows XP installation CD or DVD. Additionally, your computer BIOS needs to be able to boot from a CD/DVD. If the BIOS is not already configured this way, it is a very simple configuration. Reboot the PC and watch for the statement: "F3 to enter configuration menu" or words to this effect. The key to hit will be different depending on your computer's manufacturer.
Boot to the Windows XP CD/DVD. Follow the menus, which will allow you to format your hard disk and install Windows XP.

Insert your bootable Windows XP CD in CD drive and restart your computer, "Press F2 or Del" key as soon as it restarts. This will take you to BIOS page, select BOOT tab, bottom you will see the list of drives from where it boots. Normally it boots from floppy drive first, so you disable it, select boot from your CD drive. After this change press F10 to save the changes and exit from it. Now your PC will boot with your CD drive and it will automatically take you to the format section where you can select normal format or quick format. It will install XP by itself without your interference. So good luck.

Restart with the Windows CD in the drive, then follow on screen instructions. Make sure you delete all partitions and then create a new one which will format your hard drive. Good luck.

If you have a bootable windows install CD it's quite simple. Make sure your BIOS is set to boot of the CD-ROM then insert the CD and reboot. On reboot, it should give you the option to boot off the CD. Then you should follow the instructions.
If you don't have a CD-driver, or a bootable install CD, it get's harder, you might want to ask your question more specifically.
