Those are due to insects called aphids try planting chives next to your roses that will dispel aphids.
A herbal spray can be made by combining grated rind of one lemon, 1 cup lavender, 1 cup sage, 1 pint boiling water, and 1 teaspoon nondetergent soap. Mix well. Pour water over the mix. Let it steep until cooled to room temperature. Drain, reserving the liquid. In a plastic spray-pump bottle, dilute 1/8 cup of the herbal liquid to 2 cups water and add the teaspoon of soap.

I have noticed that's something has been munching on them in the summer but it has not been to much of a problem to worry about. The last few years even the Japanese Beatles have not ruined to many of my roses.
Good advice I got that has worked for me is let nature do its thing. If you get to many aphids or other pests than sooner or latter a predator insect will come along and eat them up. I got a walking stick once! He was kuel!

Examine plants frequently to see if any pests can be found. Treatment depends on insect. Leaf cutting bees or ants are a common problem.

Look for small green caterpillar-like worms. I gave up on roses, because the little buggers would strip the whole PLANT! You can remove by hand or spray for them...but they are hard to see.

i have just found a very big green caterpillar on my rose bush.can only be it thats eating my rose leaves and my spinach plants that are only a few feet away from my rose bush

Same here, but other that srayingl, there is not much you can do unless you us a pesticide. Even the organic pesticides can harm beneficial insects. I put up with it - natureis nature.

Unless you live in the southern hemisphere, or you grow roses in a hothouse, isn't it time that the roses are pruned? This would solve the problem, guaranteed.
