The sad thing (or not...) is that you can't... you can do some limited searches on 192.com (oh that product used to suck so badly)... but they took away the free ones a while back. Their database is not so good either.

Plus people can elect to be omitted from the online available data.

The only thorough way is to access the printed copy in the local public libraries... but that rather means you have to know roughly where they went. And if their name is 'john smith' or 'jane smith' you are rather stymied there too.
