Do you want them to grow and climb or not? Only cut down the dead branches well into spring when its obvious that some of the plant has died. You will get some dead canes every year.
Be careful though. A lot of the time they look dead and are just late in sprouting.
I don't care what anyone says. Never prune healthy canes. Not in the Fall or ever.
I took everyone's bad advice and my roses did not grow bigger year after year. Since I stopped two years ago my roses are three times as big. My climber has gotten all the way up to the roof of the house this year.
Don't prune it !

Hybrid tea, Grandiflora and Floribunda roses require annual pruning in the spring just prior to bud break. If rose bushes are pruned too early, injury from late frost may make a second pruning necessary. Climbing roses should be pruned in the fall, any time after cold weather sets in. Old rambler roses should be pruned immediately after flowering.

The climbers are not pruned.
Bush roses pruned by mid-October, flower by Dec._end.

Climbing roses, you never cut them....... just make sure they're "trained" (tied to something like a fence or a trellis, etc).
Regular non-climbing roses, cut them back around end of October to mid February.

I usually prune mine in late fall early winter. After they have finished flowering. Also while it is flowering in the spring and summer you want to remove the dead flowers. That helps them flower longer and reduces the chance of pests and diseases.
