All I remember was that the only way to reach it was these huge cables that connected it to the sky. Huge blades would zoom down to stop the lower classes from reaching the sky city. Does anyone know it?

It's not Laputa. This one had a city in the sky TIED DOWN by giant metal cables. There were the lower classes on the ground and the higher classes in the city.
