You shouldn't wear penny loafers with any suit...They are a more casual shoe. Unless your under 18 and then you could pull it off with out much notice...Never wear brown with black....If you have a black pin striped suit which is a very classic look; go with a lace up or tassle shoe in the color black! Good luck and I am sure you'll look fine when your all put together.

In a general fashion way the answer is no for two reasons...Loafers are not that dressy and black and brown are a fashion No-No--but having said that let me note that if you have a tie that is say black /brown /beige and tan kinda mix that you wear with a beige/tan shirt and a carry a matching brown briefcase OR if a man is interviewing you..
