If you have to ask whether a person is your friend, that probably means they are not.
Keep in mind some of the best friends you encounter throughout your life will be total strangers that you only speak to in passing. A stranger has less to lose by giving you truthful answers to questions, while a "friend" may have many things to lose within your relationship.
WARNING: Please do not seek out strangers in hopes of lasting friendships, that would be a very dangerous behavior.

I usually know if someone is a friend. I don't usually ask, I'm shy and it doesn't bother me.
