Although I shall not be voting tory as I support another party, the answer is yes. In the 18 years they where in power before, they sorted out UK business, creating competitiveness, they didn't forget who payed for it all. They tried to remember it was not their money that they were spending.
They spent less on the NHS but ran it better, education was better, crime was lower, tax was a LOT lower. Now we pay through the nose for everything and get a big fat nothing in return.
This bunch of lying decietful incompetent monsters treat criminals with respect and respect their human rights, but treat the rest of us like criminals.
The Tories would be an improvement, but not much. They did give us the community charge(poll tax) and signed us up to the ERM causing a deep resession.
BTW if anyone believes that Labour has been good on the economy, it is a myth. The Bank of Englan runs the economy, Greedy Gordon Brown merely overtaxes and badly spends the profits!

Given how the present lot are making a bit of a hash of it, I suspect we will find out in the next few years.
There is certainly an argument that a change is needed, if only in the perception of how accountable governments are. Whether they would do a better job, it is hard to tell. Currently they are (rather wisely I think too), keeping their powder dry and not revealing any polices. If they were to declare their hand too early it would give New Labour a chance to cut them off at the pass by introducing legislation or new manifesto polices of their own.
The Conservative party has one big problem though. It's a bit prickly, and makes me feel uncomfortable to say it. The Conservatives will struggle to get into power while Margaret Thatcher is still alive. Once she goes to the great parliament in the sky, they stand a much better chance. She still represents to a lot of people what it means to be Conservative. The good and the bad. The Conservative party would be much healthier if she had gone to the polls in 1990 and lost.
To answer your question though, I think that it doesn't really matter if the Conservatives can run the country any better, all a lot of people want now is a change. If they learn from their own past mistakes and the glaring mistakes that the present Government have made then they probably could do a good job and the country would be better off.

Who was it said "a little revolution, now and then, is good for the soul"? I think that's true. Britain has never really been comfortable with one party running the show for too long. The UK system doesn't allow for much new blood getting into government, Labour have been in 10 years and most of the cabinet heavyweights of 97 are still cabinet heavyweights in 07. So maybe not at the next election but certainly by the one after.

One of the difficulties we, the electorate, have is that there is so little to choose between the parties. Hence the disinterest and consequent drop in the polls. I agree this government should be replaced but with what? Would the Tory's be any better? Probably not....

No I don't. Remember the last time? 1979-1997 were the years Britain was deliberately destroyed by the Tory morons.

Somehow I think you are discussing a different country, but I'd take just about anyone over the Democrats or Republicans, at this point.

Unlikely as they seem to want to follow on from Blair. We could manage without Parliament for at least five years. I suggest that now we are governed from Brussels we should close our Parliament for five years every ten years to give the people a rest from needless legislation.
