"ok" is kind of subjective here, and it depends on age of the minors and who you ask. Two 17 year olds? I think that's ok. Two ten years olds, well, I really doubt they're ready at that age.

From a legal standpoint, in the US both could be charged with statutory rape of the other. There was a case like that just recently.

Answering this question as a mother, I say NO!

Besides it being morally wrong, children aren't ready for that kind of commitment. I'm in my 30's so I can say, been there, done that. It's not all that. There are too many diseases passed around carelessly. You may become pregnant, which is not fair to that unborn child.

There is a reason that premarital sex is forbidden. Find a mature adult in your family to have this personal and private conversation with!

Two underage people shouldn't have sex yet, I think.
Anyway, minor or adult, protected sex always is an important matter to avoid illnesses and pregnancy.

if the minors are above the age of 16, know all of the consequences, and take the proper precautions, ie, condoms/birth control, and they really love each other and it's not just a in the heat of the moment decision, then, yes, i think that it is okay.

Define protected? BC and Condoms or just Condoms??? Condoms break and that can result in getting an STD or pregnant and some STD's can be caught by skin to skin contact
