Here are the forms/methods of characterization:
Characterization
The method a writer uses to reveal the personality of a character in a literary work: Methods may include (1) by what the character says about himself or herself; (2) by what others reveal about the character; and (3) by the character's own actions.

All the forms I have listed above can be used as foreshadowing by the author. For example, (1) if a new character is introduced and the new character says "I drink and drive whenever I want. I won't get killed." That statement could hint that he might get killed in an accident later in the novel. (2) If the protagonist were talking with new friends he made at a new school and the friends reveal that Barry the bully beats up all the new kids- that could be hinting that Barry might beat up the protagonist. (3) If the author reveals that Sara, a depressed child, has been caught several times cutting herself- that could hint she might cut herself again in the future.
I know that these examples are corny, but they work.

Foreshadowing
A method used to build suspense by providing hints of what is to come.

I'd say it certainly can be. The individual's character can often foreshadow what will happen to her/him later in the book. Look at all of Shakespeare's tragedies: Macbeth, King Lear, etc. The "tragic flaw" of the main character foreshadows what will transpire later.

Foreshadowing is usually strictly a plot device. I have never heard of it as characterization, unless maybe the character was a fortune teller or similar.
