Yes, but they should really wait until they are 11 1/2 - 12. It all depends on if they are ready or not. At this age, they should be going NO farther than making out for 2 1/2 minutes MAX. Toung should not be used until 14 1/2 - 15 1/2, and half-an-hour - hour long makeout sesions (SERIOUS dating) should not be until 16.
These are ONLY generalizations. If they are not ready, they are not ready. Diffrent children become ready at diffrent times.

Not really. At this point you're in what, 4th grade? So you should just be getting over the "girls have cooties" phase. Now you should be friends with girls, not "liking" them yet. In our society, you might get a name as a player or some **** like that, but she will be labeled a slut. Apart from what it'll look like, the whole thing just seems so...wrong and perverse.
The girl can be riding piggy back on the guy, if they're friends. Otherwise it is plain akward.
I would advise you to break it off with the girl- say you just want to be friends, and then be friends. Maybe in two or three years you can start going out again, but for now, enjoy your childhood, because right now, you are a child.

Sure why not. As long as they don't do anything too serious and the person going out with them is a similar age. I started when I was 10...so why not? LOL

No, at this age girls and boys need to learn about each other and get over the fact that the other person doesn't have cooties.
