In the good-old days, we never had "double sinks", so the solution was to have a wash-bowl to wash, thereby leaving the remainder of the sink for rinsing. BTW, it is not just an English thingy.

Because it is more convenient to use a dish pan. you can still use the sink for dragging, etc. Dishes don't break as easily, etc. You can pick the dishpan out of the sink at any moment for another use of the sink or pan.

My grandmother used to use a plastic washbasin inside of the sink, and then she would toss the water out into the yard when she was finished. I think she was trying to not burden the septic tank with grey water.

I have had many broken glasses, plates etc. because I just used the sink.
