Depends on the bank and the state you are in, some will exchange it, most will not. Some merchants near the border will offer to exchange it. Just make sure you are not cheated. It's very common. They use their own "exhange rates".

Of course, the exchange rate is always changing - it varies from one day to the next. I remember when I went to Canada in 2001 I got about $1.50 in Canadian dollars for each U.S. dollar I exchanged going into Canada. But now it would be $1.15 Canadian for each $1.00 exchanged.

I would check around to see who can exchange the money, ask the local banks if they can do this. You can also use a debit or credit card abroad, and the conversion will automatically be made for you, and from what I've heard that's a better deal.
