how can you be picked for a makeover?

husband wants to open a drug rehab in a building that's been vandalized . most of the walls have been knocked down and windows broken lights ripped down and toilets broken and A/C been stolen . We don't know who owns the building . but We are trying to find out and see if he would donate it. He is a recovering meth addict and A church of God preacher and he is going to Seminary school He is very passionate about this . Its all we hear about He has 4 children but 3 only live with us.
