Hair seems a lot more generic. But I think the compliment about toes would have to be made with a certain kind of tone. You don't want to seem like you've got some weird toe or foot fetish....

I guess hair. I hate my curley hair and I know I have cute toes, so it would be a compliment to me if it were about my hair.

My husband loves my toes. I have know clue why! I can't see why . So I would have to say, "I like your hair."
