Have you tried "Build a Bear" previously know as "The Bear Shop"
They do loads of little outfits for stuffed toys, but not too sure if thay have a scouts uniform

Either Build A Bear Workshop or a craft store like Michaels or the Hobby Lobby will have clothes that fit stuffed animals.

The Build a Bear Factory (formerly "the teddy bear factory") is in Cardiff, St davids centre
Again it's a shop with lots of bear clothes - doesn't have to be a bear either they do all kinds of animals.
Maybe you could find a wolf cub

Yep, the various Teddy Bear Factories do clothing for teddies. If you're in London, then there's one in Hamleys (2nd floor I think) and one in Covent Garden (come out of the tube and head right into the square, then go left round the outside. Near the Disney Store).
