I am into a Manpower consultancy company in entry level trying to get the HR Managers mobile number to conact them for requirment for openings Please help me

If you cold called me on my cell, it would certainly insure that I never did business with you.
I'm not in HR though. And I hardly ever even rely on my HR department to supply me with resumes. I have to find the resumes and the people I want to hire by myself.
