A president has a group of his closest advisors--his cabinet--who advise him on what to do, each having their own specialty, each an expert in his or her own field. However, the final decision ultimately rests with him. And you'd probably be surprised what little power actually rests in the President's hands. He can suggest a bill to Congress, but so can you. He can pass or veto a bill from Congress, but his veto can be overridden by Congress. He can control the movement of troops for about 2 months, then needs Congressional Approval. He can appoint people to the Supreme Court--with congressional approval.

The president does not have free reins to make decisions all the time. He can deploy troops, but he can't declare war. That is up to congress. He has advisors that give him his information and more often than not, he takes that advice. Most presidents are only as good as their information, so often problems rest more with the support team than with the man himself. However, he can go against advice about things he has the Constitutional right to do. But that may be career suicide, so many often go with their advisors always.

Under normal circumstances, a president gathers information from carefully selected advisors,members of his cabinet,the joint chiefs of staff,the various intelligence agencies,and hopefully from outside sources. Some of the decisions must be validated by the members of the legislature; normally those relating to war powers; however under extreme conditions,these requirements can be circumvented.
Unfortunately,under this administration there seems to be only two advisorary sources:Dick Chaney and the Magic Eightball.

This president plays spin the bottle and all the possible answers are really ridiculous. His advisors (most of them) are right there playing with him. He doesn't listen to the ones with real solutions and brains.

His advisors advise him but he can go against them but his cabinet with the vice-president can overrule him. To my knowledge that has not happened ever.
