Run your tap then turn it off. Repeat this several times in fast sequence as you may have an air block.

As the hot water comes from the same supply the problem is probably with the tap - somtimes the washers stick even when the tap is open - your pipes could be blocked but highly unlikely - first thing to do is turn off hot water remove the top of the tap and with pliers unscrew the inner part of the tap check everything is ok and replace washer if needed.

It's probably an air lock. If you've got a mixer tap on your bath, turn on the basin hot tap, then turn on both bath taps and put your hand over the end of the spout. If you've got separate bath taps, join them together with a short length of hose and do the same thing.

on some taps the water bypasses the "O"rings in the body of the tap
to cure this you need to undo the tap as if you are changing a washer then srew the tap down until the brass body comes out of the housing release the water then replace in reverse order making sure that the nut shape fits into the nut shape in the body reassemble tapnot a hard job for a novice diy or above

cold weather has caused the plumbing to freeze.Trace the pipe away from the tap till you find the area most likely to have frozen and apply some heat. perhaps a space heater or hot water.Leave the tap open so you can hear the water flow . If you leave that tap dripping it will not re freeze until you get to the permanent solution of insulating the pipes (pipe insulation at a hardware store)
