it should be at your body temp if you are running a fever at could be hotter and take into account the air temp if it is cold in the house it will seem hotter

When semen is ejaculated from the body it is body temperature 98.6 F. As soon as it is out of the body it starts to cool and the evaporation gives a cooling affect. So it won't stay at body temp. for long.

Semen will be the same temperature as the body's internal temperature. If the guy's running a fever it'll be hotter. Otherwise, it's normal. Not to be gross, but pee on your hand sometime and see how warm it feels. It's the same sort of thing. ;)

when it comes out (like as soon as it does) it's generally a bit warm but not hot, it's usually cold within seconds

That is messed..I would go see a Doctor that symptom does not seem to be associated with any STI, you may have a serious problem.
