My father lives down a road where cable is unavailable. He has been reliate on his home phone service to have aSLOW dial up internet connection. Is there any alternatives to just plain dial up for a area that does not offer cable internet access?

you can have ISDN service which is better than dial up will give you up to 128Mb/s, and faster, or you can opt for the ADSL, which can give you up to 1Gb/s, which is fast, it uses phone lines and is the best, fastest way regarding this situation

Try his telephone provider for Broadband . If it is available there are loads of service providers offering different packages. The speed of the service is depending on how far he is from the telephone exchange .
